- Mr. Schlossberg is a partner in the National Real Estate Practice Group of the law firm of Kutak Rock in Washington, D.C. where his practice focuses on Department of Defense installation and base closure matters, the construction and financing of government facilities, and federal contracts.
- He concurrently serves as the General Counsel to the National Association of Installation Developers (NAID), the national organization representing state and local communities affected by military base closures.
- Previously, Mr. Schlossberg served as Senior Counsel in the Office of the Secretary of Defense, where his responsibilities included counseling the Secretary of Defense and his staff in the areas of base closures, real property, defense installations, leasing and private financing. Mr. Schlossberg also served as Counsel to the Office of Economic Adjustment (OEA), Counsel to the President's Economic Adjustment Committee, Counsel to the President's Commission on Alternative Utilization of Military Facilities, and Counsel to the Department of Defense Bureau of Prisons Assistance Council.

Barry P. Steinberg, managing partner of the Washington, D.C., office of Kutak Rock LLP, is a retired Army colonel with over 26 years of active duty, military legal experience in The Judge Advocate General's Corps, and over 13 years of experience in the private sector.
At the time of his military retirement in 1989, he was the Army's first Chief of The Environmental Law Division, an organization which he conceived and established while still at his post as Chief of Litigation Division, U.S. Army, The Pentagon.
Colonel Steinberg has been involved in the Base Realignment and Closure process since its inception. He has represented and continues to represent numerous communities in base realignment and reuse matters. With respect to reuse of former military bases, he specializes in the environmental consequences associated with converting former DoD property into productive realty for affected communities. In addition, he represents DoD contractors in matters involving environmental risk allocation, environmental cost recovery, extraordinary relief, and the implications of the Federal Facility Compliance Act on DoD contractors. His private sector clients include business and industrial organizations involved in Superfund liability, RCRA, and environmental risk allocation through contractual terms and insurance instruments.
Mr. Steinberg served as a military judge, presiding over several thousand courts-martial. In his two assignments at the Pentagon, Mr. Steinberg served as the chief judge advocate personnel officer; a litigation branch chief for military personnel, civil litigation; and Chief of the Army's Litigation Division. Colonel Steinberg is a graduate of the Industrial College of the Armed Forces (ICAF) in Washington, D.C., the Army Command and General Staff College at Ft. Leavenworth, The Judge Advocate General's School in Charlottesville, and The Senior Officials in National Security Course at the John F. Kennedy School of Government at Harvard. His undergraduate and law degrees are from the University of Richmond.
Colonel Steinberg served as an Appointee to (Virginia) Governor George Allen's Commission on Base Retention and Defense Adjustment; Chairman of the Environmental Committee of the National Association of Installation Developers (NAID); Chairman of the Executive Enterprise Base Closure Seminar; Instructor on Defense related environmental issues for the Duke University Nicholas School of the Environment; Instructor for the California District Attorneys’ Association; Faculty member of The Definitive Defense Base Conversion Program, sponsored by George Washington University and National Association of Installation Developers; Faculty member of Defense Waste Cleanup Conference; and a Member of the Department of Defense Environmental Response Task Force.

Mr. Kirshenberg co-authored several books on obtaining and reusing federal property and environmentally contaminated property titled The Role of Local Governments in Long-Term Stewardship at DOE Facilities (2001), ICMA Base Reuse Handbook: A Navigational Guide for Local Governments (1997); Brownfields Development: A Guide for Local Governments (1997); Brownfields: Options and Opportunities (1997); and Cleaning Up After The Cold War: The Role of Local Governments in the Cleanup and Reuse of Federal Facilities (1995).
He regularly speaks at national conferences on real estate, environmental cleanup and financing issues, and has published numerous articles on redeveloping federal facilities, brownfields and Superfund. Further, Mr. Kirshenberg serves on several DOE Environmental Management Advisory Board (EMAB) subcommittees and is the co-chair of the Long-term stewardship and contracting sub-committee, and served on the Defense Environmental Restoration Task Force (DERTF), Future Land Use Workgroup as the local government representative and the Federal Facilities Restoration Dialogue Committee (FFERDC) and several NEPI and Aspen Institute task forces.

Joseph L. Fuller is an associate in the Federal Practice Group of the law firm of Kutak Rock, L.L.P., in Washington, D.C. His practice focuses on the reuse and redevelopment of closing military bases and other federal real estate matters. Additionally, he provides advice in the area of Government Contracts.
Mr. Fuller has drafted and negotiated several real property purchase agreements and related documents for communities acquiring federal property through the base closure process. He has also provided counsel on government contract matters relating to the base closure process, such as extraordinary contractual relief under Public Law 85-804, liquidated damages provisions in real property and remediation contracts, and third party beneficiary status under federal remediation contracts.
Prior to joining Kutak Rock, Mr. Fuller served for five years as a Captain in the U.S. Army Judge Advocate General's Corps. His assignments included two years as an Army prosecutor in Wuerzburg, Germany (1996-1998) and two years as a Government Contracts litigator at the U.S. Army Contract Appeals Division in Arlington, Virginia (1998-2000). As a Government Contracts litigator, he was the lead counsel on several complex Bid Protests and Government Contract claims. Protest issues included: Cost Realism and Technical/Cost Tradeoff Analysis, Nonresponsive Offers, and Competitive Range determinations. Claim issues included: Default/Convenience Termination, Prompt Payment Act Interest Penalties, Defective Specifications, Defective Pricing under the Truth in Negotiations Act and Delay/Disruption of construction contracts.
Before enrolling in law school, Mr. Fuller worked for two years as an Environmental Consultant with Pacific Environmental Service, Inc., in Herndon, Virginia, assisting industry with compliance of federal and state environmental laws and regulations.
Mr. Fuller holds a Juris Doctorate from Hamline University School of Law and a Bachelor of Science in Biology from George Mason University. He is a member of the Virginia Bar.
