PRIOR EXPERIENCE EXECUTIVE & SPECIAL COUNSEL TO THE ARMY GENERAL COUNSEL - 1991-1992

Principal advisor and personal assistant to the Army General Counsel. Responsible for coordinating the overall operation of the Office of the General Counsel. Planned and implemented complete office reorganization and automation. Participated in the formulation of policy, procedures, and programs of the office to ensure timely delivery of appropriate legal services throughout the Army Secretariat. Reviewed sensitive investigatory files concerning Army personnel and operations requiring action by the Secretary of the Army. Reviewed and revised critical Army regulations and other policy statements.

SPECIAL COUNSEL TO THE ASSISTANT ATTORNEY GENERAL (CIVIL DIVISION) U. S. DEPARTMENT OF JUSTICE - 1990 - 1991

Personal advisor to the Assistant Attorney General. Department of Justice liaison with the Military Services and Department of Defense and with all U.S. Attorneys on litigation concerning Desert Shield/Desert Storm. Served as the Department of Justice representative on the federal "Interagency Coordinating Group" providing federal agencies guidance on the implementation of national drug-free workplace policies. Presented all proposed litigation settlements requiring Assistant Attorney General or higher level approval. Initiated contracts with private counsel when retention of private counsel was warranted to represent the interests of past or present federal personnel.

CHIEF/DEPUTY CHIEF, LITIGATION DIVISION, DEPARTMENT OF THE ARMY, 1987 - 1990

Served as chief (1989 - 1990) and deputy chief (1987 - 1989) of elite office of military and civilian attorneys drafting pleadings and representing the Army in hundreds of civil suits against and on behalf of the Army and its personnel world-wide. Subject matter of suits included commercial contracts, real estate, torts, administrative, personnel, constitutional, and environmental law. Planned and executed division adoption of modern networked computer system and database. Personally reviewed all cases in which military or civilian personnel were sued in their individual capacities and determined for the Department of the Army whether individuals were acting within the scope of their employment. Served as the Secretary of the Army's agent for service of process and liaison with the Department of Justice.




HONORS Military honors include two awards of the Legion of Merit, and three Meritorious Service Medals.
