MEMORANDUM OF INSTRUCTIONS
FY 94 COLONEL
SELECTIVE EARLY RETIREMENT BOARDS (SERB)
17 MAY 1993

THESE BOARDS ARE BEING CONVENED UNDER THE PROVISIONS OF TITLE 10, UNITED STATES CODE; DOD DIRECTIVE 1332.32; AND AFR 35-7. THE PURPOSE OF THE FY 94 SELECTIVE EARLY RETIREMENT BOARDS IS TO SELECT ELIGIBLE COLONELS OF THE LINE IN THE 1966 AND 1968 PROMOTION COHORT YEAR GROUPS FOR SELECTIVE EARLY RETIREMENT.

THE NUMBER OF ELIGIBLES AND THE QUOTA FOR EACH YEAR GROUP WILL BE OUTLINED IN A SUBSEQUENT BRIEFING. HOWEVER, THE MAXIMUM QUOTA WILL NOT EXCEED 30 PERCENT OF THE NUMBER OF OFFICERS CONSIDERED IN EACH YEAR GROUP. THE ACTUAL QUOTA IS BASED UPON THE NUMBER OF RETIREMENTS, OVER AND ABOVE OTHER KNOWN OR EXPECTED LOSSES, THAT MUST OCCUR IF STRENGTH LIMITATIONS ARE TO BE MET.

YOU WILL USE THE BEST QUALIFIED METHOD OF SELECTION. ESTABLISHED QUOTAS ARE APPLIED AGAINST THE ORDER OF MERIT FROM THE BOTTOM UP-QUALITY SHOULD BE YOUR PRIMARY CONSIDERATION. FOR EACH YEAR GROUP, YOU MUST PROVIDE A LIST OF THOSE OFFICERS RECOMMENDED FOR SELECTIVE EARLY RETIREMENT WHICH MEETS THE NUMBER I HAVE ESTABLISHED.

YOU MUST ACT IN THE BEST INTEREST OF THE AIR FORCE AND NOT ANY PARTICULAR COMMAND, SPECIALTY OR GROUP. WHILE YOU'RE HERE YOU WORK DIRECTLY FOR ME UNDER THE SUPERVISION OF THE BOARD PRESIDENT, WHO IS A NONVOTING MEMBER AND PERFORMS ADMINISTRATIVE DUTIES TO ENSURE THE BOARDS ARE CONDUCTED IN ACCORDANCE WITH TITLE 10, UNITED STATES CODE; AIR FORCE REGULATIONS; AND MY GUIDANCE. THE BOARD PRESIDENT HAS NO AUTHORITY TO DETERMINE ANY MATTER THAT WOULD CONSTRAIN THE BOARDS FROM RECOMMENDING THOSE OFFICERS WHOSE RETIREMENT BEST SERVES THE INTERESTS OF THE AIR FORCE.

YOU WILL USE THE WHOLE PERSON CONCEPT TO ASSESS EACH OFFICER'S RELATIVE POTENTIAL TO CONTINUE PRODUCTIVE SERVICE ON ACTIVE DUTY. THIS REQUIRES CAREFUL REVIEW TO ASSESS SUCH FACTORS AS JOB PERFORMANCE, PROFESSIONAL QUALITIES, LEADERSHIP, DEPTH AND BREADTH OF EXPERIENCE, JOB RESPONSIBILITY, ACADEMIC AND PROFESSIONAL MILITARY EDUCATION, AND SPECIFIC ACHIEVEMENTS. YOU WILL BE SCORING THE RECORDS OF HIGHLY SPECIALIZED OFFICERS WHO, BECAUSE OF MISSION REQUIREMENTS, MAY HAVE A NARROW RANGE OF DUTIES WHEN COMPARED TO OTHERS WHO HAVE A BROADER RANGE OF EXPERIENCE. THE AIR FORCE NEEDS BOTH HIGHLY SPECIALIZED AS WELL AS GENERALIZED OFFICERS. IN ADDITION, YOU SHOULD GIVE PARTICULAR CONSIDERATION TO OFFICERS IN HARD TO FILL REQUIREMENTS IN SECURITY ASSISTANCE AND THE DEFENSE ATTACHE SYSTEM THAT REQUIRE LENGTHY TRAINING. THE AIR FORCE IS RELYING ON YOUR EXPERIENCE AND MATURE JUDGMENT TO RELATE ALL THESE FACTORS IN YOUR EVALUATION AND TO RETAIN ONLY THOSE OFFICERS WHO SHOULD REMAIN ON ACTIVE DUTY.

YOU SHOULD GIVE DUE CONSIDERATION TO THOSE WHO HAVE GALLANTLY SERVED THEIR COUNTRY IN UNIQUE SITUATIONS SUCH AS HAVING SERVED HONORABLY AS PRISONERS OF WAR OR HAVING BEEN DECORATED FOR EXCEPTIONAL BRAVERY. EVERY ELIGIBLE OFFICER MUST BE GIVEN EQUAL CONSIDERATION FOR CONTINUED SERVICE.

ASSESS ACADEMIC AND PROFESSIONAL MILITARY EDUCATION ACCOMPLISHMENTS IN TERMS OF HOW THEY ENHANCE PERFORMANCE AND POTENTIAL. DO NOT GIVE DISPROPORTIONATE WEIGHT TO THE MERE FACT THAT AN OFFICER HAS COMPLETED ADVANCED EDUCATION. DO NOT CONSIDER COMPLETION OF PME AS A PASS-FAIL REQUIREMENT. THE OVERRIDING FACTOR MUST BE JOB PERFORMANCE.

YOUR EVALUATION OF MINORITIES AND WOMEN MUST CLEARLY AFFORD THEM FAIR AND EQUITABLE CONSIDERATION. EQUAL OPPORTUNITY FOR ALL OFFICERS IS AN ESSENTIAL ELEMENT OF OUR SELECTION SYSTEM. IN YOUR EVALUATION OF THE RECORDS OF MINORITIES AND WOMEN, YOU SHOULD BE PARTICULARLY SENSITIVE TO THE POSSIBILITY THAT PAST INDIVIDUAL AND SOCIETAL ATTITUDES, AND IN SOME INSTANCES UTILIZATION POLICIES OR PRACTICES, MAY HAVE PLACED THESE OFFICERS AT A DISADVANTAGE FROM A TOTAL CAREER PERSPECTIVE. THE BOARD SHALL PREPARE FOR REVIEW BY THE SECRETARY AND CHIEF OF STAFF, A REPORT OF MINORITIES AND WOMEN SELECTIONS AS COMPARED TO THE SELECTION RATES FOR ALL OFFICERS CONSIDERED BY THE BOARD.

YOU ARE PROHIBITED FROM CONSIDERING AN OFFICER'S MARITAL STATUS OR THE EMPLOYMENT, EDUCATIONAL, OR VOLUNTEER SERVICE ACTIVITIES OF AN OFFICER'S SPOUSE. IF YOU SEE SUCH INFORMATION IN THE RECORDS YOU REVIEW, YOU WILL DISREGARD IT.

YOU MAY ALSO SEE PERFORMANCE REPORTS DOCUMENTING THE ACHIEVEMENTS OF OFFICERS INVOLVED IN IMPLEMENTING THE 1989 DEFENSE MANAGEMENT REPORT TO THE PRESIDENT. GIVE SPECIFIC CONSIDERATION TO THESE ACHIEVEMENTS.

EACH OF YOU (THE PRESIDENT, MEMBERS, RECORDERS, AND ADMINISTRATIVE SUPPORT PERSONNEL) IS RESPONSIBLE TO MAINTAIN THE INTEGRITY AND INDEPENDENCE OF THIS SELECTION BOARD, AND TO FOSTER THE CAREFUL CONSIDERATION, WITHOUT PREJUDICE OR PARTIALITY, OF ALL ELIGIBLE OFFICERS. DEPARTMENT OF DEFENSE DIRECTIVE 1320.12 PROVIDES SPECIFIC RULES GOVERNING THE CONDUCT OF OFFICER PROMOTION BOARDS AND THE ACTION OF SELECTION BOARD PERSONNEL. THESE PRINCIPLES APPLY TO OTHER BOARDS SUCH AS SELECTIVE EARLY RETIREMENT BOARDS TO THE EXTENT THAT IT IS STATED IN THIS MOT.

YOU MUST PAY PARTICULARLY CLOSE ATTENTION TO THE RULES GOVERNING COMMUNICATIONS WITH AND AMONG OTHER BOARD MEMBERS, THE INFORMATION AUTHORIZED TO BE FURNISHED TO YOU, AND THE PROCEDURES YOU SHOULD FOLLOW IF YOU BELIEVE THAT THE INTEGRITY OF THE SELECTION BOARD HAS BEEN IMPROPERLY AFFECTED.

YOU MAY NOT RECEIVE, INITIATE, OR PARTICIPATE IN COMMUNICATIONS OR DISCUSSIONS INVOLVING INFORMATION THAT DOD DIRECTIVE 1320.12 PRECLUDES FROM CONSIDERATION BY A SELECTION BOARD. YOU ARE TO BASE YOUR RECOMMENDATIONS ON THE MATERIAL IN EACH OFFICER’S MILITARY RECORD, ANY INFORMATION I HAVE PROVIDED TO THE BOARD IN ACCORDANCE WITH DOD DIRECTIVE 1320.12, AND ANY INFORMATION ABOUT HIS OR HER OWN RECORD COMMUNICATED TO YOU BY INDIVIDUAL ELIGIBLE OFFICERS UNDER REGUALATIONS I HAVE ISSUED. IN YOUR DELIBERATIONS, YOU MAY DISCUSS YOUR OWN PERSONAL KNOWLEDGE AND EVALUATION OF THE PROFESSIONAL QUALIFICATIONS OF ELIGIBLE OFFICERS TO THE EXTENT THAT SUCH MATTERS ARE NOT PRECLUDED IN LAW, DOD DIRECTIVE 1320.12, OR AN AIR FORCE REGULATION FROM CONSIDERATION BY A SELECTION BOARD OR INCLUSION IN AN OFFICER’S MILITARY PERSONNEL RECORD. YOU MAY NOT DISCUSS OR DISCLOSE THE OPINION OF ANY PERSON NOT A MEMBER OF THE BOARD CONCERNING AN OFFICER BEING CONSIDERED UNLESS THAT OPINION IS CONTAINED IN MATERIAL PROVIDED TO THE BOARD UNDER THE PROVISIONS OF DOD DIRECTIVE 1320.12.

I AM THE ONLY PERSON WHO MAY APPEAR IN PERSON TO ADDRESS YOU ON ANY MATTER. ALL COMMUNICATIONS WITH THE BOARD, OTHER THAN THOSE THAT ARE CLEARLY ADMINISTRATIVE, MUST BE IN WRITING, GIVEN TO EACH OF YOU, AND MADE PART OF THE BOARD’S RECORD. I HAVE DESIGNATED IN WRITING THOSE PERSONS AUTHORIZED TO PROVIDE ROUTINE ADMINISTRATIVE INFORMATION TO YOU. BEFORE THE REPORT OF THE SELECTIVE EARLY RETIREMENT BOARD IS SIGNED, THE RECEOMMENDATION MAY BE DISCLOSED ONLY TO MEMBERS OF THE BOARD, RECORDERS, AND THOSE ADMINISTRATIVE SUPPORT PERSONNEL I HAVE DESIGNATED IN WRITING. AFTER YOU SIGN THE BOARD REPORT, ONLY THE RECOMMENDATIONS OF THE BOARD MAY BE DISCLOSED. EXCEPT AS AUTHORIZED BY DOD DIRECTIVE 1320.12 AND SECTION 618 OF TITLE 10, UNITED STATES CODE, THE PRCEEDING F THE BOARD MAY NOT BE DISCLOSED TO ANY PERSON NOT A MEMBER OF THE BOARD OR A BOARD RECORDER. IF AT ANY TIME YOU BELIEVE THAT YOU CANNOT IN GOOD CONSCIENCE PERFORM YOUR DUTIES AS A MEMBER OF THE BOARD WITHOUT PREJUDICE OR PARTIALITY, YOU HAVE A DUTY TO REQUEST RELIEF BY ME FROM THIS DUTY. I WILL HONOR ANY SUCH REQUEST. IF YOU BELIEVE THAT THE INTEGRITY OF THE BOARD’S PROCEEDINGS HAS BEEN AFFECTIVE BY IMPROPER INFLUENCE OF MILITARY OR CIVILIAN AUTHORITY, MISCONDUCT BY THE BOARD PRESIDENT OR A MEMBER, OR ANY OTHER REASON, YOU HAVE A DUTY TO REQUEST FORM ME OR THE SECRETARY OF DEFENSE RELIEF FROM YOUR OBLIGATION NOT TO DISCLOSE BOARD PROCEEDINGS AND, UPON RECEIVING IT, TO REPORT THE BASIS FOR YOUR BELIEF. UPON THE COMPLETION OF BOARD DELIBERATIONS, YOU WILL, AS A MINIMUM, CERTIFY IN YOUR REPORT TO ME:

  1. THAT TO THE BEST OF YOUR KNOWLEDGE, THE BOARD COMPLIED WITH THESE INSTRUCTIONS;

  2. THAT YOU WERE NOT SUBJECT TO OR AWARE OF ANY CENSURE, REPRIMAND, OR ADMONISHMENT ABOUT THE RECOMMENDATIONS OF THE BOARD OR THE EXERCISE OF ANY LAWFUL FUNCTION WITHIN THE AUTHORIZED DISCRETION OF THE BOARD;

  3. THAT YOU WERE NOT SUBJECT TO OR AWARE OF ANY ATTEMPT TO COERCE OR INFLUENCE IMPROPERLY ANY ACTION IN THE FORMULATION OF THE BOARD’S RECOMMENDATIONS;

  4. THAT YOU WERE NOT PARTY TO OR AWARE OF ANY ATTEMPT AT UNAUTHORIZED COMMUNICATIONS;

  5. THAT, TO THE BEST OF YOUR KNOWLEDGE, THE BOARD REVIEWED THE RECORDS OF EACH OFFICER WHOSE NAME WAS FURNISHED TO THE BOARD; AND

  6. THAT THE OFFICERS RECOMMENDED FOR EARLY RETIREMENT ARE, IN THE OPINION OF THE MAJORITY OF THE MEMBERS OF THE BOARD, THOSE WHOSE RETIREMENT BEST SERVES THE INTERESTS OF THE AIR FORCE.
