MEMORANDUM OF INSTRUCTIONS FY93 REDUCTION-IN-FORCE BOARD 20 JULY 1992 THIS BOARD IS BEING CONVENED UNDER THE PROVISIONS OF TITLE 10, UNITED STATES CODE, AND AIR FORCE REGULATION 36-12. THE PURPOSE OF THE FY93 REDUCTION-IN-FORCE (RIF) BOARD IS TO SELECT RESERVE CAPTAINS AND LIEUTENANTS OF THE LINE IN THE 1980 THROUGH 1989 YEAR GROUPS FOR INVOLUNTARY SEPARATION. THE NUMBER OF ELIGIBLES AND THE QUOTA FOR EACH YEAR GOUP WILL BE OUTLINED IN A SUBSEQUENT BRIEFING. THE QUOTA IS HIGHEST FOR THE EARLIER YEAR GROUPS AND GETS PROGRESSIVELY LOWER FOR MORE RECENT YEAR GROUPS. OFFICERS IN EARLIER YEAR GROUPS WERE CONSIDERED FOR REGULAR AUGMENTATION ONE OR MORE TIMES. MOST WERE OFFERED MONETARY INCENTIVES TO SEPARATE VOLUNTARILY AND WILL RECEIVE SEPARATION PAY IF SELECTED BY THIS BOARD. OFFICERS IN THE 1986 AND LATER YEAR GROUPS HAVE NOT COMPETED FOR AUGMENTATION, MOST WERE NOT ELIGIBLE FOR VSI/SSB, AND FEW WILL RECEIVE SEPARATION PAY. THE QUOTA FOR EACH YEAR GROUP CONSIDERS THESE FACTORS. YOU MUST ACT IN THE BEST INTEREST OF THE AIR FORCE AND NOT ANY PARTICULAR COMMAND, SPECIALTY OR GROUP. WHILE YOU’RE HERE YOU WORK DIRECTLY FOR ME UNDER THE SUPERVISION OF GENERAL DEKOK WHOM I HAVE APPOINTED AS PRESIDENT OF THE BOARD. HE’S A NONVOTING MEMBER AND WILL PERFORM ADMINISTRATIVE DUTIES TO ENSURE THE BOARD IS CONDUCTED IN ACCORANDCE WITH TITLE 10, AIR FORCE REGULATIONS, AND MY GUIDANCE. HE HAS NO AUTHORITY TO DETERMINE ANY MATTER THAT WOULD CONSTRAIN THE BOARD FROM RECOMMENDING FOR CONTINUED SERVICE THOSE OFFICERS BEST QUALIFIED TO MEET THE NEEDS OF THE AIR FORCE. USE THE WHOLE PERSON CONCEPT TO ASSESS SUCH FACTORS AS JOB PERFORMANCE, PROFESSIONAL QUALITIES, LEADERSHIP, DEPTH AND BREADTH OF EXPERIENCE, JOB RESPONSIBILITY, ACADEMIC AND PROFESSIONAL MILITARY EDUCATION, AND SPECIFIC ACHIEVEMENTS. YOU’LL BE SCORING THE RECORDS OF HIGHLY SPECIALIZED OFFICERS WHO, BECAUSE OF MISSION REQUIREMENTS, MAY HAVE A NARROW RANGE OF DUTIES WHEN COMPARED TO OTHERS WHO HAVE A BROADER RANGE OF EXPERIENCE. THE AIR FORCE NEEDS BOTH HIGHLY SPECIALIZED AND MORE GENERALIZED OFFICERS. ASSESS ACADEMIC AND PROFESSIONAL MILITARY EDUCATION IN TERMS OF HOW THEY ENHANCE PERFORMANCE AND POTENTIAL. DO NOT GIVE DISPROPORTIONATE WEIGHT TO THE MERE FACT THAT AN OFFICER HAS COMPLETED ADVANCED EDUCATION. DO NOT CONSIDER COMPLETION OF PME AS A PASS-FAIL REQUIREMENT. THE OVERRIDING FACTOR MUST BE JOB PERFORMANCE. YOUR EVALUATION OF MINORITY AND WOMEN OFFICERS MUST CLEARLY AFFORD THEM FAIR AND EQUITABLE CONSIDERATION. EQUAL OPPORTUNITY FOR ALL OFFICERS IS AN ESSENTIAL ELEMENT OF OUR SELECTION SYSTEM. YOU’RE PROHIBITED FROM CONSIDERING AN OFFICER’S MARITAL STATUS OR THE EMPLOYMENT, EDUCATIONAL, OR VOLUNTEER SERVICE ACTIVITIES OF AN OFFICER’S SPOUSE. IF YOU SEE SUCH INFORMATION IN THE RECORDS YOU REVIEW, YOU WILL DISREGARD IT. Subject: Board Proceedings (FY 93 Reduction-In-Force Board) To: SAF/OS This is a report of the proceedings of a board of officers which convened in room 128, building 499C, Randolph AFB, Texas, pursuant to instructions contained in a Staff Summary Sheet (SSS) dated 1 July 1992; Subject: FY 93 Reduction-In-Force (RIF) Final Selection Rate. The convening notice is at Atch 1. The board met at 0800, 20 July 1992, and adjourned at 1115, 30 July 1992. Appropriate members were present during each session of the board. PROCEDURE The Memorandum of Instructions was read verbatim to the board. They were briefed on Title 10, United States Code (U.S.C.) Sections 266 and 681(a) and the pertinent provisions of DoD Directive 1320.12 and AFR 36-12. The oath prescribed by 10 U.S.C. 613, was administered. The board was furnished the names and records of 8,923 Reserve captains and lieutenants in the 1980 through 1989 year groups for the board to consider for separation from the United States Air Force. The board identified 1595 (18%) of those considered for separation. Their names are listed at Atch 2. With your guidance concerning minority and female officers specifically in mind, the board thoroughly reviewed the records of all minority and female officers eligible for separation. The separation rates for blacks and hispanics were higher than the overall board average. The separation rate for female officers was slightly lower than the overall board average. It is the judgment of the board president and the members of the board that those officers not recommended for separation are the best qualified officers. RECOMMENDATION The board recommends that the Reserve captains and lieutenants listed in Atch 2 be separated from active duty with the United States Air Force no later than 31 December 1992. CERTIFICATION The board certifies that: a. It was not subject to or aware of any censure, reprimand, or admonishment resulting from the recommendations of the board or the exercise of any lawful function within the authorized discretion of the board. b. It was not subject to or aware of any attempt to coerce or influence improperly any action in the formulation of the board’s recommendations. c. It was not a party to or aware of any attempt at unauthorized communications. d. To the best of their knowledge, the board carefully considered the records of each officer whose name was furnished to the board. e. The officers not recommended for separation are, in the opinion of the majority of the members of the board, fully qualified and best qualified for retention to meet the needs of the Air Force, as noted in the written instructions furnished to the board by the Secretary of the Air Force, among those officers whose names were furnished to the board. 2 Atch 1.
